U.S. Office of Personnel Management Selects Plateau Systems to Support Government-wide Human Capital Management Initiative
Plateau to Provide On Demand Performance Management System for Use Across all Federal Agencies
Arlington, Va. • February 8, 2006 - Plateau Systems, a leading provider of software for developing, managing and optimizing organizational skills and talent, today announced that the U.S. Office of Personnel Management (OPM) awarded Plateau Systems a contract for Plateau Performance Management to support all federal agencies. Under the contract, Plateau will provide an on-demand performance management system to assess competencies, target development and enable career planning. The system will support agencies as they comply with the Human Capital goals in the President's Management Agenda (PMA) and enable them to close skills gaps in mission critical occupations.
Two organizations made the selection decision: OPM's Human Capital Leadership and Merit System Accountability Division (HCLMSA) and the Chief Information Officer (CIO) Council. The procurement process was managed by OPM. OPM is the lead agency for strategic Human Capital Management, part of the PMA.
HCLMSA's primary business goal is to provide a web-based solution to support agencies in compliance with the Proud To Be goals for the PMA. (See attached fact sheet for detail.) The CIO Council's goal is to provide IT employees with a system to assess skills and competencies, and then benchmark them against job roles. The selection committee sought a single system that was available on demand and that supported both organizations' initiatives, with the flexibility to support multiple jobs and competency models across federal government organizations.
Initially, the system will support two critical job roles that cross all federal agencies:
- Human Resources specialists, comprised of 22,650 total employees; and
- Members of the Information Technology community, which includes 65,800 employees.
The system will be available February 28 for HR specialist competency assessments. The second phase of the system for members of the Information Technology community will be available by the end of June and will provide support for assessments, competency gap analysis and personal development and career planning.
