U.S. Department of Transportation Selects Plateau 4 LMS to Manage Learning for 70,000 Employees Across Organization

All DOT agencies to use Plateau 4 LMS as part of government's e-Training Initiative and President's Management Agenda

ARLINGTON, VA • April 27, 2004 - Plateau Systems, a leading provider of enterprise software that manages learning and knowledge readiness, announced today that the U.S. Department of Transportation (DOT) has selected Plateau 4 Learning Management System (LMS) as the software infrastructure to manage all Web-based and classroom learning for 70,000 employees across its organization. The DOT's learning management implementation will be performed by Plateau and GP e-Learning, vendor partners with GoLearn, a service provider that supports the federal government's e-Training Initiative.

Under the multiyear program, a single instance of Plateau 4 LMS will be implemented to manage organizational learning across all 13 DOT agencies, from the Federal Aviation Administration to the Federal Highway Administration. There are multiple monetary and strategic benefits to using Plateau 4 LMS as the core infrastructure to manage all learning activities, including:

  • Reduced Training Costs: Up to a 50% cost reduction in training programs by implementing a blended learning approach to reduce, travel, instructor, and course licensing costs
  • Savings from Reduced Learning Cycles: Studies estimate a typical 2-hour reduction in time away from work for each course taken online
  • Anytime, Anywhere Learning: Web-based learning allows employees to receive knowledge wherever they are, whenever they need it
  • Increased Performance: Creating a holistic, department-wide learning strategy more closely aligns learning with business objectives; allows administrators to assess skills and competencies
  • Higher Retention: Employee access to development plans, career planning and on-demand knowledge increases job satisfaction

The e-Training Initiative is creating a premier government-wide e-Training environment, the Gov Online Learning Center, that supports the development of the Federal workforce through simplified and one-stop access to high quality e-Training products and services, and thus, advances the accomplishment of agency missions. It is one of 24 e-government initiatives that support the President's Management Agenda. The e-Training Initiative benefits the government and Federal workforce by:

  • Encouraging e-Training investments as part of a systematic and continuous development of Federal Government human capital
  • Reducing redundancies in the development and purchase of e-Training content
  • Achieving economies of scale through consolidated purchasing
  • Offering easy, one-stop access to a robust, high quality e-Training environment
  • Leveraging components of existing e-Training systems

Plateau is one of the main LMS providers working with the e-Training Initiative. Plateau 4 LMS is the only enterprise-class LMS built on open, J2EE/EJB architecture. The federal Office of Management and Budget (OMB) has cited J2EE as "an open technology with proven industry standards," and ranked it the highest of any architecture on a 24-point scale for Web services, File Transfer Protocol and email.

"Plateau Systems is now under contract to manage five of the largest e-Learning initiatives in the federal civilian government," said Paul Sparta, Plateau's Chairman and CEO. "We are proud to work with the Department of Transportation on this innovative enterprise learning initiative, which will enhance the department's overall readiness and ability to achieve its mission of providing safe, efficient transportation in the United States. We are also extremely proud to be an active participant in the President's Management Agenda, which is transforming the way government conducts its business and serves the public."
