The Department of Veterans Affairs Learning University (VALU): Graduating from a traditional Learning Management System (LMS) to an employee-centric Talent Management System (TMS) that supports Social Learning

The VA is celebrating the graduation of its official training and learning delivery system:

  • VALU serves nearly 400,000 users and offers local catalogs of training and educational content to all VA facilities and offices; the number of system users has nearly doubled in less than three years
  • In FY 2010, roughly 30,000 course titles were available through the VA LMS, of which, 10,000 courses provided online content.
  • The system has recorded more than 10,000,000 training completions by VA employees and staff.
VA anticipates the number of TMS users growing to 500,000 and the educational offerings to doubling as facilities become more familiar with the cost and time saving applications the system offers. To do this VA will incorporate and support Web 2.0 tools such as weblogs, social networking, and podcasts for on-the-go learning. This upgrade that will add functionality, increase user capacity, expand reporting capabilities, and improve user experiences. In this keynote Dr. Reginald E Vance and Alice Muellerweiss will speak about how the VA is building a Talent Management System and Social Training Learning that positions VA for growth and improvement agency-wide. They will also discuss how a SaaS approach provides effective and efficient benefits by reducing total cost of ownership, allowing seamless upgrades in a secure environment, as well as rapid implementation of new functionality. The VA continues to invest in its human capital to assure that the very best products are being delivered to VA employees and to the Veterans we serve.

Managing Certifications through Curricula at Raytheon
Raytheon has many instances where learning is required as part of a job role or contract requirement. We put in our governance that all certifications tracked in the LMS are part of a curricula. These curricula can then easily be managed, assigned and reviewed for completion and retraining. We also put a process in place where if an individual assigns themselves the item instead of the curricula the curricula will automatically be assigned once they complete the item.

Upgrading from 5.8 to 6.3 Learning – When Software Guides Business Process Improvement: A Secret Service Case Study
This presentation will discuss the challenges that the Secret Service faces as we are upgrading from Plateau Learning version 5.8 to 6.3 and the opportunity that it has created for us to improve our business processes and maximize the capabilities of the software. We will discuss how we worked with Plateau to document our current labor intensive manual processes for analysis as well as map out improved business processes that were guided by the capabilities of the 6.3 software. As the Secret Service implements the new version we will phase in new processes that will improve productivity and allow us to document, deliver and track learning in a more efficient manner.
